The National Protective Service, under the laws, carries out the monitoring of the applicants and the professional staff, who have already been employed, in order to secure the protected staff from those who are unworthy or their lifestyle is objectionable, thus they cannot be members of the organisations protected.
As the professional job is different from the common one, the professional staffs have to continuously comply with more demanding, qualitative criteria during their service. The legal and social norms, which are compulsory for everyone; for the professional staff more strict requirements have arisen for example in private and family life, in various forms of social interactions and professional work, in relationships at work. The staff must behave in an exemplary and cultured manner. Relations with family and friends must be chosen carefully, the possibility of compromising situations has to be precluded. The professional staff should strive to ensure a sound financial circumstance. Their participation in social and political life can be carried out as provided by rules.
With regard to the motto of the protected organisations (“We Serve and Protect”, “Fatherland above all”) show that these are not easy jobs, much more than that, professions. Therefore, it is important, that only those could become members of the protected organisations who fully comply with these criteria. It is not sufficient to monitor the lifestyle of applicants, but the professional staffs have to keep up meeting the demands during all their service.
The frequency of lifestyle monitoring of a member of the professional staff is determined by the Minister of Interior. The monitoring is requested by the commander officer, and the decision will be ordered to commence the inquiry.
After ordering lifestyle monitoring there are 30 days for its completion. For good cause, the duration of monitoring could be extended with additional 30 days.
After completion of supervision, the decision of completion will be sent to the commander officer who has requested for it. The member of the professional staff is not informed about the start and the end of monitoring, but is notified about its result.
